Required / not required fields are not marked properly using * during issue reporting.

Discovered on an own custom issue type scheme after adding fields.

How to reproduce
  1. Create a custom issue type scheme, e.g. with the following fields for the Bug issue type -> https://ibb.co/LC0MMsy
  2. CLick on "Report an issue" button in the project using this custom issue type scheme and select "Bug report" - difference shown here -> https://ibb.co/9v9vpZ2
